What is the Louisiana State Combined Charitable Campaign (LA SCCC)?

• The LA SCCC is the only state approved charitable activity that will enable state employees to give to a charity through payroll deduction (with payroll administered through the LaGov HCM payroll system).
• In 2012, the Louisiana State Combined Charitable Campaign was established in accordance with R.S.42:456.A.(3) and LAC 4:III.Chapter 11.
• Employees are allowed to designate their individual contribution to up to five approved, health and human service charities of their choice, by selecting from the LA SCCC Charity List and completing a pledge form. Contributions can also be made online by visiting LEO, where payroll deductions, one-time, full-paid, and special event giving options are available.
• Annually, all health and human service non-profit agencies registered in good standing with the state are eligible to apply to be a part of this campaign.
• The Louisiana Association of United Ways (LAUW) proudly serves as the Principal Combined Fundraising Organization (PCFO) for this statewide campaign. 

Who can contribute to the LA SCCC?

• All state employees paid through the LaGov HCM payroll system are eligible to participate in the LA SCCC. This includes permanent full-time, part-time, and temporary employees.

How can I contribute to the LA SCCC?

• There are two ways to provide designated donations:
  • Payroll Deduction Contributions –

By completing a 2026 Pledge Form​ (found on page 10 of the 2026 LA SCCC Charity List), donors can give via recurring or one-time payroll deduction.
Donors can also securely make donations online by visiting the Louisiana Employee Online (LEO) system, where they have the following giving options:

• Payroll deductions (recurring or one-time)
• One-time, full-paid contributions (via debit/credit card)
• Special event donations (one-time, individual payments for special events hosted by agencies)

• Direct contributions –

Donors can also make a secure online donation directly through the Louisiana Association of United Ways by visiting www.lasccc.org/donate or scanning the QR code throughout the Charity List booklet.

• By check or money order, donors can mail their completed pledge form and payment directly to Louisiana Association of United Ways, P.O. Box 2191, Baton Rouge, LA 70821.
  
  

Can I contribute with a check or money order?

• Yes, for designated pledges, employees can contribute with a check or money order. They should be made payable to Louisiana Association of United Ways and mailed directly to Louisiana Association of United Ways, P.O. Box 2191, Baton Rouge, LA 70821.
• Check or money order contributions should not be given to Campaign Coordinators. 

 
What is the campaign timeline for the 2026 LA SCCC?
The 2026 campaign will begin on September 1st: 

• All employee pledge forms and individual online donations will be due on November 6th.
• All special event revenue is due on December 1st.

NOTE: After January 4, 2027, any pledge form received, requesting donations to be deducted from 2027 payroll, will be processed as an undesignated contribution.

When does my payroll deduction begin and end?

• Payroll pledges made during the 2026 LA SCCC will begin to be deducted in January 2027 and continue through the last pay period in December 2027.
• Your payroll deducted contribution will be deducted each pay period as requested on the pledge form unless otherwise notified or changed. You may choose to increase, decrease, or end your contribution at any time by contacting your HR/Payroll Office.
  
  

Am I required to designate my individual pledge donation?

• Yes, employees are required to designate all payroll and one-time contributions to at least one of the charities listed in the 2026 LA SCCC Charity List.
• Employees’ gifts for special events cannot be designated.
  
  

If I do not designate to a specific organization, what happens to my contribution?

• Incomplete pledge forms will be returned to the employee before the donation can be processed.
  
  

If I donate at a LA SCCC special event and/or group collection (i.e., a bake sale), would I still need to designate my contribution?

• No, there are no designation options available for a special event and/or a group collection. Your contribution made via special events and/or group collections will be processed as undesignated funds. These undesignated funds are disbursed to charitable organizations at the same ratio calculated from all individual employee designations. 
  
  Example: Charity A received 10% of all employee designations, in turn Charity A will receive 10% of all funding collected through the LA SCCC (to include designated and undesignated funds) after fundraising and administrative fees are paid.

Will my information be shared with the charitable organizations receiving my contributions?

• Your information will be given to charitable organizations so they can be aware of your support. If you identified yourself to remain anonymous, be assured that your personal contact information will not be shared.

Can I request that my payroll contribution and charity designations be rolled over from last year?

• No, Sorry! You must authorize a payroll deduction from your paycheck annually. Therefore, to give to the LA SCCC each year, you will need to complete and submit a new pledge.

Can I request a refund of my donation later?

• No refunds will be issued to employees for any amounts withheld from a previous pay period prior to cancellation. If you would like to make changes to your payroll-deducted contribution, please contact your HR/Payroll Office.
• For online contributions that were paid using a debit/credit card, please  call (225) 295-6631 to assist with your request. 

Will I receive a receipt for my donation?

• Please use a copy of your pledge form as a receipt of your contribution. Your bi-weekly deduction amount will also appear on your remuneration statement.
• If you made a payroll-deducted contribution online a confirmation form is available for you to print directly from LEO.
• If you made a one-time, full-paid, or special event contribution online, you would receive an automated receipt via e-mail following your transaction to the email address provided. 
  
  

Who can help me with my donation?

• Look to your departmental Campaign Coordinator for help! Your department will have a designated Campaign Coordinator who is responsible for all LA SCCC fundraising activities, including collecting all pledge forms. Expect this appointed staff member to provide you with a 2026 LA SCCC Charity List (with enclosed Pledge Form) with a deadline for submitting contributions.

Are contributions tax-deductible?

• While tax-deductible, LA SCCC contributions (one-time gift or payroll deduction) are not deducted pre-tax.
• Documentation to support your contribution to the LA SCCC may be required depending on the amount. Please consult with your accountant or tax advisor for details.

Are employees who do not have payroll administered through the LaGov HCM payroll system allowed to participate in the LA SCCC?

• Only employees with payroll administered through the LaGov HCM payroll system are allowed to contribute through payroll deduction.
• Contracted employees, without payroll administered through the LaGov HCM payroll system, are allowed to give one-time contributions or contribute by supporting special event efforts. Gifts cannot be given via payroll deduction for contracted employees.

How are charities reviewed and approved?

• Annually, charity applications are received in the first quarter of the year and then reviewed by OSUP and LAUW to ensure that all requirements have been met (in accordance with R.S. 42:456.A.(3) and LAC 4:III.Chapter 11).
  
  

Why isn’t my preferred charity of choice on the Charity List?

• Charities are required to apply annually to participate. Eligibility requirements must be met to be approved to be included in the annual LA SCCC Charity List. Not all charities apply.

How is the percentage of fundraising and administrative expenses established?

• The LA SCCC operates using an annual project budget approved by the Louisiana Office of State Uniform Payroll within the Division of Administration. LAUW executes the annual campaign within the approved budget. The overall outcome of the FRA is based on the actual outcome of a given campaign year. The average FRA since the inception of the LA SCCC is 17%.
  
  

What is the percentage of fundraising and administrative expenses for the 2026 LA SCCC?

• Estimations for fundraising and administrative expenses as per the approved 2026 LA SCCC budget is 18% and is contingent upon the final fundraising outcome. This is the portion of proceeds needed to cover the approved fundraising and administrative expenses of the annual LA SCCC. The average FRA since the inception of the campaign is 17%.

Are additional fundraising and administrative expenses taken out once the charity receives LA SCCC donations?

• No. LA SCCC requirements mandate that funds received from this campaign by charities be invested in providing services or benefits to the citizens of Louisiana and not be used to cover administrative and fundraising costs.

How are funds distributed?

• LAUW distributes donations quarterly according to LA SCCC procedures.
• Charity proceeds are based on the percentage of funds designated to each charity by individual donors to the LA SCCC. After each campaign, all LA SCCC charities are notified of their expected proceeds, after all state-approved fundraising and administrative expenses are covered. Funds received by charities are used to provide services or benefits to the citizens of Louisiana. Charities do not use proceeds to cover administrative expenses.
• Undesignated funds collected through special events and/or group collections are also distributed according to the percentage ratio for each participating charity.
  
  

If I contribute to other charities and fundraisers throughout the year through work, is that funding now being directed to the LA SCCC? 

• No. Fundraising activities scheduled outside of the LA SCCC campaign period are not part of the LA SCCC campaign; therefore, funds are not directed to the LA SCCC.
• The scheduled time frame of the 2026 LA SCCC is September 1 - December 1, 2026.
